Primary Function:     The Director of Human Resources is responsible for the administration and coordination of all personnel activities and procedures related to administrative, certified, classified personnel and the overall operations of the student transportation to include fleet operations and maintenance. Responsibilities include planning and coordinating district staffing, recruitment and selection processes for the employment of administrative, certified, and classified personnel. Also required is coordinating the development of personnel policies, procedures and other matters effecting the working conditions of personnel and the operation of the district.

 

Essential Job Duties and Responsibilities:

  • Coordinates and monitors the process for the recruitment, employment, compensation, benefits, labor relations, and related services of all personnel. 
  • Develops, prepares, and recommends, policies, procedures, and personnel action to the Superintendent and the Board of School Directors. 
  • Establishes procedures and implements actions approved by the Superintendent of Schools for the assignment, reassignment, and transfer of personnel. 
  • Makes recommendations to the Superintendent of Schools, after consultation with appropriate personnel, for the employment, assignment, leave usage and discipline of staff. 
  • Oversees the implementation of unemployment compensation insurance and employee benefit programs and evaluates and recommends changes where needed.
  • Oversees the implementation of employee compensation plans and bargaining agreements. 
  • Consults with and provides training and guidance to administrators in all personnel matters.
  • Oversees and manages the district worker compensation and workplace safety. 
  • Assists the business office with the development of budgets and financial reports.
  • Prepares and maintains proper administrative records and reports pertaining to personnel. 
  • Administers the process of the review and evaluation of credentials and all records of personnel for the purpose of certification validation, appointment, assignment, retention, and dismissal.
  • Represents the Superintendent of Schools with employee groups and organizations including in grievance matters and for employee  relations.
  • Serves as negotiator or as a member of, or a resource person for, the districts negotiating team and prepares background, statistical and other factual material for meetings, discussions, and for collective bargaining.
  • Provides information for reporting as required by state, federal, and other school associated agencies.
  • Maintains leave records for all employees.
  • Serves as grievance hearing officer or investigator for all employee groups.
  • Oversees the general operations of the student transportation systems to include maintenance and budgetary demands for such.

Minimum Qualifications:

  • Bachelors Degree with a minimum of five years of successful experience in human resource field, preferably in public school systems; Preferred experiences include benefit and compensation administration; labor relations and  collective bargaining; certification guidelines and  regulations;  PA Public School Code and federal and state regulations.
  • Excellent organization skills and verbal and written communication
  • Computer skills needed.
  • Knowledge of student transportation systems and operations. 

Work Environment:

  • Employee works primarily in a climate controlled environment except when traveling to other buildings, meetings, training locations and other areas. 
  • The position is classified as sedentary in nature as defined by the U. Department of Labor. Sedentary work is defined as exerting up to ten pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for intermittent periods of time; typically required to bend at the waist, reach overhead and below the waist level on an occasional basis, and to reach at shoulder level on a regular  basis.
  • Routinely uses one or both hands for simple grasping and fine manipulation necessary for writing, accessing files and supplies, and operating office equipment. 
  • Visual acuity to read correspondence, computer screen. 
  • Auditory acuity to be able to use telephone, interview job candidates, conduct site meetings. 
  • The ability to perform documentation and paperwork, and process written information is also required.
  • Ability to speak clearly and distinctly to communicate with staff and colleagues over the telephone and face-to-face. A variety of general office equipment including telephone and copy machine. 
  • Functions at a high level and must possess the judgment, confidentiality and maturity required for making decisions that affect large numbers of staff, students and their The nature of the job requires dealing with sensitive and confidential information as well as broad-based information.
  • May be required to work independently and to work as a team with frequent interruptions, under stressful conditions when dealing with difficult issues including staff, students, parents and others.
