Reports to:                 Director of Pupil Services

 

Certification:             PDE Certification as Supervisor of Special Education

 

 

Primary Function:

 

Primary responsibilities is to direct, coordinate and continually improve special education programs and services for students identified as needing special education provisions.  To assist in effectively utilizing staff and other resources in the delivery of special education for the district.

 

SUPERVISORY FUNCTIONS:

 

Supervises and evaluates full and part time special education teachers and special education instructional assistants in collaboration with building principals.

 

ESSENTIAL FUNCTIONS

 

Functions in Administration:

  • Assumes responsibility for the implementation of regulations as promulgated by the Pennsylvania Department of Education, Bureau of Special Education as delineated in Title 22, Chapter 14, special education for school aged children identifies as exceptional.  In addition, collaborates in the transitional programming of students from Early Intervention programs.
  • Assumes the responsibility for the completion of all necessary forms required by the Department of Education for the education of exceptional children including, but not
  • limited to, the district’s Special Education Plan and all inquiries by the PDE’s Bureau of Special Education.
  • Assumes the responsibility for preparing all required documentation for compliance audits.
  • Maintains records of all district students identified as exceptional both for in-district and out-of district program placements.
  • Reports the proper allocation of special education monies and maintains records to substantiate these expenditures.

Functions in Supervision:

  • Supervises special education programs and special education staff.
  • Assists Principals and other administrators in the selection of special education personnel.
  • Collaborates with Building Principals in making special education teacher assignments.
  • Works with the Director of Pupil Services and Principals in providing appropriate assistance to staff for improvement of instructional and professional growth.

 

Functions in Investigation:

  • Surveys the present and future needs of the District’s exceptional population and makes these needs known to District Administration.
  • Monitors out-of district placements and LRE requirements.
  • Assists in determining development of in-district programs.

Functions in Evaluation:

  • Evaluates the educational placement, programs and needs of students identified as needing special education provisions.
  • Pursues new methods and materials for evaluating special education delivery.
  • Evaluates the progress of students and the appropriateness of their placements.
  • Visits schools, classes, and attends parent conferences to evaluate effectiveness of programming.
  • Supervises and evaluates Due Process procedures in use by special education staff.
  • Completes evaluations of special education staff in a timely manner.

Functions in Consultation:

  • Communicates and assists Principals, professional staff and parents in understanding program of instruction and needs of exceptional students.          
  • Aids in the interpretation and implementation of Students’ Rights and Responsibilities.
  • Aids in the interpretation and understanding of laws and regulations related to special education.

 Functions in Curriculum Development:

  • Assists in the writing of planned courses for instructional delivery.
  • Supports research-based methods in the classroom.
  • Implements and supports an LRE philosophy to the extent possible for exceptional students.

Functions in Special Education:

  • Responsible for all aspects of special education within the District.
  • Works in collaboration with other administrators in the delivery of special education services.

Functions in Budgeting:

  • Works with the Director of Pupil Services in the development and implementation of budget related to special education delivery.

            PDE Certification as Supervisor of Special Education
