Purpose
The job of the Administrator of Employee Programs and Compliance was established for the purpose(s) of managing employee insurance, retirement, and leave programs, ensuring compliance with laws like FMLA, HIPPA, Workers Compensation, ADA, and COBRA. This person will facilitate open enrollment, onboarding, and will serve as the employer representative in addressing compliance with collective bargaining agreements, regional and federal law(s), and questions, concerns, and issues related to employee benefits.
Primary Functions
- Guide new hires through orientation and benefits enrollment.
- Manage annual open enrollment.
- Process benefits related changes as a result of qualifying life events for all employees.
- Set up and maintain personnel files.
- Organize and maintain an efficient system and database for all employees listing all benefit entitlements.
- Answer inquiries regarding coverage, eligibility, and premiums, offering personalized support.
- Review all benefit invoices for accuracy and make appropriate adjustments.
- Process all elections for retirees and those eligible under applicable agreements and laws.
- Establish, maintain, and facilitate payroll deductions and/or billings for all benefits related programs for employees and retirees.
- Maintain accurate employee records in the HRIS, coordinating applicable changes with payroll.
- Acts as a liaison between the district and insurance carriers to resolve claims, perform audits, and handle billing discrepancies.
- Serve as Co-Chairperson of the District Workplace Safety Committee, supporting compliance efforts and promoting a safe working environment.
- Assist in the collection, review, and preparation of data for collective bargaining and employee relations initiatives.
- Serve as backup to the Assistant HR Director, providing continuity of operations and leadership support, as needed.
- Act as a liaison between the Human Resources office and all employees.
- Handle sensitive personnel information and assist with data for collective bargaining.
Essential Job Duties and Responsibilities

- Administer daily operations of comprehensive employee benefits programs, including health, life, workers’ compensation, disability income, and unemployment insurance, ensuring accuracy, compliance, and timely processing.
- Ensure compliance with required employment credentials, including background checks, clearances, certifications, and evaluations in accordance with Act 153 and Chapter 14.
- Assist with the coordination and communication of internal personnel changes, including transfers, leaves of absence, resignations, and retirements.
- Manage employee leave balances and attendance data, including end-of-year rollovers, vacation payouts, weekly reconciliation, and required reporting.
- Assist covered employees, beneficiaries and/or insurance providers for the purpose of verifying eligibility, summarizing and conveying information, and processing claims.
- Conduct presentations for all employees regarding benefits enrollment, applicable District policy, compliance, collective bargaining agreements, privacy laws, and record keeping requirements.
- Counsel employees regarding benefit issues and options (e.g. retirement planning, changes in coverage, death benefits, flexible spending plans, LTD, FMLA, military leave, etc.) for the purpose of allowing employees to consider all available information in their decision-making.
- Develop administrative procedures and recommendations for the purpose of documenting and/or developing specific practices required to provide the designated benefits efficiently, cost effectively, and in compliance with established policy criteria.
- Manage annual enrollment including planning and conducting open enrollment and informational meetings for the purpose of ensuring employees understand the options available and opportunities to participate in the benefit plans.
- Research benefit policies and practices for the purpose of ensuring the accurate development of benefit options, the equitable application of benefit practices, and identifying potential cost saving strategies.
- Participate in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
- Provide technical assistance to school and district administrators regarding application of leave policies for the purpose of ensuring the fair and equitable application of policies and/or developing strategies to address potential abuses of leave policies.
- Collaborate on the oversight and management of leaves and related payroll adjustments.
- Review tuition reimbursement, column movement, as well as Chapter 14 hour submissions for compliance with district policies and approval standards.
- Oversee the development of various communications (e.g. Newsletters, announcements, etc.) for the purpose of providing information and guidance to employees regarding Human Resources procedures.
- Has the ability to travel to District locations for the purpose of delivering training in the areas of Human Resources, supporting employees with benefits related concerns, and collaborating with District staff to resolve Human Resources matters.
Other Functions
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the Human Resources Department.
- Guide and direct employees and answer employee questions in accordance with their respective collective bargaining agreement.
- Attends regional meetings to network with colleagues from across the county and/or state.
- May report observational data and information to Human Resources Director.
- May provide training and assistance to other district staff.
Job Requirements: Minimum Qualifications (Skills, Knowledge and Abilities)
- Bachelor’s degree, Master’s preferred. Public School District or education experience preferred. Human Resources acumen. Strong interpersonal and communication skills, with a proven ability to build trusted relationships with all levels of employees. Empathetic HR coaching ability. Highly skilled MS Office, specifically Excel and Outlook, HRIS systems and other software. Excellent communications skills including strong writing skills.
