Position: Assistant Director of Human Resources
Classification: Marple Newtown Administrative Association (MNAA)
Reports to: Human Resources Director
Primary Function: The job of the Assistant Director of Human Resources was established for the purpose(s) of providing support to the administration of human resources.
Specific Responsibilities:
- Provide information to employees regarding policies, regulations, and negotiated collective bargaining agreement language and compliance.
- Address staffing concerns.
- Monitors, collaborates in, and manages staffing compliance mandates, ADA compliance, Act 168 references, and certificated concerns and/or issues.
- Assisting in ensuring that personnel systems, training, and functions conform to all applicable regulatory requirements.
- Responsible for maintaining all personnel data integrity.
- Providing general support as determined by the Director of Human Resources and/or Superintendent.
Essential Job Duties and Responsibilities:

- Manages the daily operation of the Human Resources office under the direction of the Human Resources Director.
- Serves as a backup in absence of the Human Resources Director.
- Ensures proper compliance of employees’ clearances and background checks as it applies to Act 153.
- Works with Administrators to address staffing needs and concerns, to ensure that appropriate training, certification requirements, and collective bargaining unit agreements are followed throughout the District and comply with legal and School Board Policies.
- Complete oversight of the hiring process, to include ownership of the applicant tracking system, screening candidates, interview coordination and job offers.
- Conducts New Employee Orientation (e.g. introducing personnel, payroll, and benefit policies; assisting with enrollment forms, etc.) for the purpose of ensuring employees are knowledgeable of current practices and administrative processes.
- Oversee onboarding process to include all new hire paperwork, orientation meetings, payroll communication, policy and collective bargaining agreements training.
- Works with payroll to ensure proper input and compliance of new hires.
- Develops and facilitates staff training for compliance related policies, regulations, and procedures.
- Collaborates with other HR member(s) to ensure compliance and communication regarding benefits related matters.
- Collaborates on the development of communications to the District in regards to Benefits, updating and/or maintaining all essential employment credentials (clearances, certifications, tenure, mandated training, evaluations, etc) and any other pertinent personal information.
- Monitors a variety of processes (e.g. certifications eligibility, evaluations, physicals, licenses, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and adhering to legal and/or administrative requirements.
- Maintains familiarity and understanding of PDE certification and tenure regulations and conducts regular employee certification reviews for compliance and notifies supervisor and employees of any potential certification irregularities.
- Assist in the interactive process and determining and providing reasonable accommodations related to requests through the Americans’ With Disabilities Act (ADA).
- Point of contact and assists with development and implementation of leave of absence requests to include FMLA, ADA, Medical, Uncompensated and Sabbatical. Ensure proper documentation is administered and collected. Communicates relevant information to payroll and Supervisors. Ensures compliance with HIPPA for all leaves.
- Administers a wide variety of personnel policies and programs (e.g. advertising positions, processing applications, verifying employment, orientation, contracts, compensation schedules, etc.) for the purpose of conforming to district policies, relevant laws, contracts, and agreements.
- Interprets contract language, PA School Code, and employment labor law for the purpose of ensuring compliance with regulatory requirements.
- Maintains manual and electronic documents, files, and records (e.g. labor contracts, seniority lists, tenure, attendance, credential/physical tracking, etc.) for the purpose of providing accurate information in compliance with established guidelines.
- Serves as Human Resources liaison to committees and/or organizations for the purpose of conveying and/or gathering information required for program and personnel operations.
- Resource for analysis and interpretation for all Human Resource data that helps drive strategic decision making.
- Maintain headcount and turnover reports according to staffing budgets for all departments and schools.
- Prepares all tuition reimbursement materials and salary change/column movement request for compliance and approval.
- Responsible for all end of year Human Resources activities; inclusive of liability reporting, absence, salary, certification/assignment rollovers, and calendar creation.
- Safe Schools and AESOP Administrator.
- Prepares all reports related to TIMS, PIMS, and EEOC ensuring accuracy in all areas; department Liaison with Coordinator of Student Applications.
- To assist with the research, collection, and preparation of billing and budgetary information.
- Has the ability to travel to all district buildings.
- Participate in training, attend meetings and assist with other human resource functions as assigned.
- Support and assist with employee relations, including investigations, disciplinary hearings and actions.
- Ability to navigate complex employee and labor relations while mitigating risk for the District.
- Ensure district compliance with federal, state, PDE, and local employment laws and regulations.
Other Functions:
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
- Researches information required to manage assignments including reviewing current and relevant policies and current practices for the purpose of developing new programs/services, ensuring compliance with legislative requirements, securing general information form planning and/or responding to requests.
- Attends regional meetings to network with colleagues from across the county and/or state.
- May report observational data and information to Human Resources Director.
- May provide training and assistance to other district staff.
Job Requirements: Minimum Qualifications (Skills, Knowledge and Abilities)
- Bachelor’s degree, Master’s preferred. SHRM or PHR certification preferred. 5+ years’ experience working in a Human Resources department. Public School District or education experience preferred. Human Resources acumen. Strong interpersonal and communication skills, with a proven ability to build trusted relationships with all levels of employees. Empathetic HR coaching ability. Highly skilled MS Office, specifically Excel and Outlook, HRIS systems and other software.

Work Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some fine finger dexterity. In general, the job requires 60% sitting, 20% walking, and 20% standing, and some travel between District buildings and County meetings. This job is performed in a generally clean and healthy environment.
